Dont need a land line in a prepping or SHTF scenario, and thankfully many of us dont need radios with their massive shortcoming either.
Perhaps in larger groups in the rebuilding stage one or two members could train up on amatuer radio systems but most wont bother because there is no system that comes close to meeting real world operational needs.

Dead letter drops, meets, couriers, messengers, rendezvous will do for much of the comms so long as planning and forethought is used.
