I have used M.B. Radios for work & they can reach 15 miles plus, line of sight. They have other cons over C.B. & other systems, i.e. great battery life.

Advantage of marine band is that the radios are often fully waterproof.

If you just want the ability to use marine VHF, including Ch16 Distress/Aire Sea Rescue/Mountain rescue, the UV5r and its cousins can cover this AND Ham VHF/UHF AND PMR446 in a single unit costing less than £50
