This would be the most likely type of scenario we are facing. Western governments (mostly) control their populations with money. Whilst this is not a bad thing and preferable to brute force, a monetary collapse would lead to a similar situation in Zimbabwe but without humanitarian assistance.

Should the event happen, with a lack of public utilities (electric, gas, water), I estimate a 50% reduction in the population every two weeks - due to dehydration, hunger, exposure or violence trying to avoid those three.
