IT may be possible to "cultivate" mussles etc away from discharge pipes, though i think theft will be a major issue

found another resource, this time UK wide, its not a massive scale, but does detail in the maps section where waste water treatment plants are https://www.gov.uk/government/uploads/sy...r-2012.pdf
in some cases, those with the least to say, say the most.....
