as I said before, properties around here are of the modern variety, very small mostly 2 bed starter homes and very small rooms so putting an extra person in is just not possible.

I suppose if we cleared out the summer house we could put someone in there but it'll be very cold in the winter! I really don't see TPTB organising this I think there will be too much resistance to it, they are more likely to keep people in their own homes but organise "soup kitchens" etc...providing there is enough food to feed them that is.
