Yep I tend to agree with all of that, but with martial law I think it could only ever be effectively enforced in the Cities and some of the larger towns. And given the urban landscape accounts for only 10.6% of England, 1.9% of Scotland, 3.6% of Northern Ireland and 4.1% of Wales (http://www.bbc.co.uk/news/uk-18623096), that leaves an awful lot of space people for people to move around in who are not under the control of martial law.
