Cute As A Speckeled Puppy
Things are slow here so I thought I would make a post and kick the dog.
This is something you can not have. If it were not semi-auto you could probably have it with an FAC but you would have to weld the gas port and remove the gas tube. Otherwise it would comply with your size and barrel/stock specs.
I built this one from scratch fo questions are welcome, not about my sanity, just the technology.
Behold, the yank answer to the question "what do we do when the mob comes to take our stuff?"

Looks similar to an SGC lever release carbine , some chicanery we can have , the weapon fires the bolt is held to the rear a thumb lever is pushed and the bolt strips a round and goes into battery ready to fire again , almost a semi auto , originally available in 9mm and .45 acp but i believe it,s now also in .223 , furniture and most other bits are m16/m4/car15 based and cost around £2000 going up to as much as you want to spend

I prefer the "cowboy assault rifle" to black rifles , they are more palletable to the masses , less threatening , I went .357 on the grounds of economy and flexibility , less lead less powder and easy on shell cases with most of my loads.

My whole purpose is to threaten the he!! out of the masses! If the masses are going to mess with me I will mess back.
Mind that I do not flash my firearms about any. Nice and sedate, cased and safe,, but the look on the faces when they come out of the case is priceless!
.223 rounds use about the same amount of powder as .357 and the bullet is 55-75 grains and a small rifle primer so they are no more expensive to reload than .357. Jacketed bullets are as cheap as $0.11, primers are about $0.04, powder about the same.
Buying surplus ammo new rounds are $0.20 per shot so I only reload .223 for my long range rifles. I have a SS in .223 that I shoot cast lead reloads.
So I have rifles, pistols and carbines from single shot to bolt action and semi-auto all in .5.56/.223. It is a great little round.

If the EBR is a bit too much you can study on this one for a while. Savage bolt action in .223/5.56. 2 pound trigger, 3-9 illuminated recticle scope. 20 round magazine. Everything epoxied into place. It shoots the surplus rounds into 1 1/2" @100m and puts reloads into 1/2". I think it weighs about 6 pounds. Makes a real nice woods gun.
