I have one last question as I am about to go for two of these Baofeng UV-5R, the question is; am I legally aloud to carry this in public as long as I don't transmit? a scanner if you like.

Yup, not a problem. You're actually encouraged to listen in before you go for your foundation license (so you know the protocols etc)

I loved the bit about "And in addition, a modern sensor network has also been built across the country to identify any potential interference issues before they arise and pinpoint any issues for action."

Problem is once the games are over, will they disassemble the direction finding gear they have apparently setup. Paranoia in me says probably not. All ready for the new world order communication controls I'm thinking.

BP, I view it the other way around, meaning that Ofcom is making a lot of noise and vague wording to imply thatthey are doing something and that every contingency is covered. Probably they have made very few changes to normal operations, which do not involve systematic DFing at all. Quite the reverse, it seems to take quite a lot of effort to get Ofcom involved in interference disputes these days.

GCHQ's extent of snooping is listed in:

All authorised by an act of parliament as acting in the interests of national security, in the interests of the economic well-being of the UK, or in support of the prevention or detection of serious crime.

Given that GCHQ has the powers to monitor us via radio, telephone, and the internet and OFcom vaguely implying things which most radio engineers know is cheaply and technically possible to set up (think Busby days), I wouldn't trust that this wasn't being done.

After all controlling a country is basically a process of:
Controlling communications and the media, disarming the population, control of financial services and fuel, and to restrict freedom of movement.

It might seem like a conspiracy theroy to sheeple but that's why we sit here with open eyes.

I agree with LS , in these days of cutbacks and recession , I cant see TPTB employing people to do some DF on the offchance someone is beeding through onto TV or TETRA freqs.
Trying very hard not to be paranoid.....and it aint getting easier.
