I think the submarines are worthwhile. The nuclear deterrant is worth having and submarines are a very cost effective way to deliver a nuke.
'Rogue nations' will get the nuke, non-nuclear proliferation attempts slow it down but it's inevitable. Knowing that there is some level of reciprocity will dissuade all but the most fanatical lunatics from lobbing one at us.
(And when a fanatical lunatic does lob one at us we can die in the knowledge that we’re going to get them back)
