Where to site a vibrant PA community after TSHTF

Mmm, interesting post. From my own perspective, I would consider somewhere in the South of the country. Better climate for growing stuff, keeping livestock and hopefully avoiding bad weather. Also the possibility of finding ways to get across the Channel. Good fishing in the Channel.
