the Red Cross are looking for volunteers to take part in a "mass disaster" exercise concerning "Mysterious substance contamination" on Thursday August 15th at the ICC in Birmingham UK.

how true it is I dont know, i'm currently researching and if I have any evidence I will post.

Though just in case im staying away from Birmingham....
It was mentioned in one of the comments at the bottom.....
