Whatever you find convienient is what is best for you.

I prefer pockets in a jacket as it leaves my hands free and if I have to run I don't leave my stuff behind. Plus, it is unusual, but not unknown, for people to make you take your jacket off. Plus, and it is to be considered if you are unconscious and need to be carried few will also bring your bags with them.

That is why these army vests with the pockets are so popular.
