Dunno bout that Dev, in the UK since the time of the Levellers the commonest causes including the Civil war tend to be political, The riot act where the govt allowed Militia to shoot civilians was created because of economic unrest, Miners Strikes, Pol Tax Riots, Student fees, Ethnics feeling they are badly done to, General strikes etc.

The intelligence received was that there was a plan to kidnap and kill a police officer.

Someone was arrested, but they were later released without charge.
