I heard a statistic on a SHTF documentary (please correct me If I'm wrong) that when people come directly face to face with a major crisis that affects them, ~10% start leading and taking action, ~80% are shocked but will follow a leader, whilst the last ~10% just shut down completely and refuse to accept the new reality. I think that video showed a good cross section

I heard it this way: 10% of people will do the WRONG thing, 80% will no NOTHING, and only 10% will do the RIGHT thing.
