In my case the "right tools" would be one of these.
Hang a thermometer on the pipe, aim it at the crawl space door and wait for everything to thaw!

I just had a very brief chat with Straightshooter, our most prolific contributor to this particular thread.
He and his better half have an urgent and very critical challenge facing them at this time, and as a result he'll be quiet for a while. Please don't panic that old man time has gotten him at last. They build them tough in Wales and of course he feels like he's going to go on forever.......Good luck with that Boyo', so far so good eh?

I started getting interested in self sufficiency in the seventies and also in shooting, about that time I started reading books and magazines on “survival” (as it was called at the time), and this I think pushed me towards prepping, however thinking back I had no plan and was rather haphazard in what I did.
If I am truthful I suppose I am still not completely as efficient as I should be. So I think I need to do a complete rethink, go back to basics and list the risks I think need to prepare for and then list what action I need to take if the event happens.
If we are away from home how do we get back, is it safe ? home is where our preps are, we have food water shelter heating and security.
If we are home do we stay or evacuate ? if we need to evacuate how long for ? 3 days 3 weeks or is it to be permanent.
Our daily runabout is a small family car, there is always the get home bag in boot, also walking boots and waterproofs if we need to walk.
If we need to evacuate we have a camper van, this is used for holidays but we always keep food clothes and bedding enough for a couple of weeks and a full tank of fuel if we need to go.
What do I need to add ? and how do I pack these extra preps ? the van will be our bug out when we get to one of the 3 possible locations that we have chosen. This is where I need to completely evaluate our preps and it won’t be easy, but it will be worthwhile.

Pete, I'm sure we all go through this. We start off with a simple idea and make plans but through discussions with others we find out things we have not thought of which changes our plans.
I revisit mine all the time. Lack of funds requires adaptation.

Thanks SD, I am sure I have covered most local events which are not much more than an inconvenience to those lasting for a few weeks with the preps we have in hand, what I need to do is work out what string of events would lead to having to evacuate long term, and turning our camper van from holiday use to a well equipped bug out retreat. I need to consider the weight and volume of what we can carry, that is what I now need to focus on.
