strangly enough, the prepers in the countryside would have a slight disadvantage here, as they would have very little imput as to what sort of system was put into place

AND we are far enough out of the cities not to have anything to do with it.

especially if the "new" civilisation is not based on oil, it would be a long time(if ever) before any "official" would arrive in our neck of the woods.
