As for prison, what is it for? If it is to remove people from society for a period of time then yeah, it works at that. If it is for rehabilitating people, it works for some, not for all.
You want no or as little crime as possible - remove the opportunity for crime to be committed. The major driving factor behind crime is not poverty, or drugs or a feeling that society thinks you will become a criminal anyway. It is because the opportunity exist for crimes to be committed and whilst criminals may or may not think they will get away with it, they can be fairly sure they will be successful in committing the crime. It is because they are taking nothing but a short term view.
Now, if you were a criminal or potential criminal and everyday citizens were likely to be armed - you are not going to be successful or your odds of being are greatly reduced. You do not commit crime.
If the things that tempt you are locked away once not in use, they are not their to tempt you.
As SD has said, a blanket sentence of getting killed when captured would just make criminal kill more.
