Yes Steve I think its pretty much a tongue in cheek story that actually is pretty good free advertising as well.

I remember a company on Yorkshire in the 70s getting into papers because they adapted some very large underground storage tank systems made from plastic or gas fibre meant to be used as cess pits for big off grid homes. They converted one into an underground shelter for fun and it got into the media ( Cold war remember) Anyhoo everyone had a chuckle especially the the company because they sold a few dozen "shelters" to a delighted (wealthy) public who snapped them up. A similar company from Leeds that made storm drain and large diameter water main valves and flap valves who for a laugh made an overpressure blast proof door hatch for DIY bomb shelter builders, they also sold a few dozen. A pond building company once said its large pond filter systems would be ideal for changing into large water filters for bunkers, they also benefitted from the publicity with an increase in sales. As the saying goes "No publicity is bad publicity"
