I see what you are saying, but in reality the `normal` people would have little option but to rebuild,...its not the rebuilding,...or the cites that are the problems, its the people who run them,... this would be up to whoever is left to sort out.

strangly enough, the prepers in the countryside would have a slight disadvantage here, as they would have very little imput as to what sort of system was put into place
