I was using WW2 as an example because it is the last time that something like that happened. If I was a government high official, I would not want hoardes of people on the streets with no homes and given the suddenness of an event, I could well see the police/army commandeering residential homes for at least temporary housing for those displaced as a result of an event/s.
All that is necessary for the triumph of evil is that good men do nothing.
