No idea of the frequencies. I do know that I had two identical lasers. They looked exactly the same but the frequency was slightly different . One could damage the eyes and the other wouldn't. I don't use either of them now.
I agree with the don't take chances consensus here. Even if the person says its OK they may be using kit that is out of spec.
Apparently they burn the retina of the ye but your brain fills in the gaps so you don't notice. It is only when it gets so bad your brain can't fill the gaps in do you notice missing items and it isn't reversible.
Scumbags use them on drivers and pilots because they can do so from afar and have little risk of being caught.
